Palms is an Expo line station located on an elevated concrete-sided, embankment filled structure, just south of the Santa Monica Freeway/I-10 Freeway. The station has a single island platform that begins at the western end of the underpass of National Blvd that goes under the Expo Line and then the I-10 freeway, and runs west. The platform has the usual aqua-blue Expo line framework for the platform canopy and shade structure.

The station has a single entrance at the platform's eastern end. A staircase followed by two elevators (providing accessible redundancy if one elevator goes out of service) in glass shafts with blue accents leads down to a small fare control area tucked under the tracks and platform. A single bank of turnstiles leads out to the North sidewalk of National Blvd, just before the intersection of National Blvd, Palm Avenue, and Exposition Blvd. This looks like a standard 4-way intersection, but street names make it complicated. National Blvd turns right just beyond the fare control area and heads north under the tracks. Palm Blvd ends at this intersection from the south. A section of Exposition Blvd ends coming in from the east.
